List Monitor Runs
Check runs, newest first. Recover missed webhook run IDs here.
Run history starts when run tracking is deployed; older checks are not
reconstructed from timestamps. rows_checked counts successful checks,
including quiet ones; failed/skipped rows are reported separately. Counts
are finalized when the run settles. failed means the group could not
establish a complete, correlated result (for example a failed batch).
Use next_cursor as cursor on the next request.
Example: {"runs": [], "next_cursor": null} for a monitor without tracked runs.
